Footing depth for a deck, fence, or freestanding wall isn't a single statewide number. It's a code floor that certified local building departments can make stricter, which means Kalispell, Whitefish, Columbia Falls, and Bigfork don't necessarily require the same depth for the same structure.
The State Floor: 12 Inches and Below the Frost Line
The Montana Residential Code sets exterior footings at not less than 12 inches below undisturbed ground surface, and foundation walls, piers, and other permanent supports must extend below the frost line set out in the code's regional frost depth table (Montana Residential Code 2021, Ch. 4 Foundations). That's the statewide minimum. It applies everywhere in Montana, but it's a starting point, not the final word for your specific address.
Why Local Jurisdictions Can Go Deeper
Flathead County has been certified by the state to run its own building department, and certified jurisdictions can adopt amendments more restrictive than the state minimum, which is common for structural criteria like snow loads and frost depths (Montana Building Codes: A Guide for Design Professionals). In practice, that means a footing depth that satisfies the state code on paper might still fall short of what your local building department actually requires for a permit to pass inspection.
Why Depth Varies Even Within the Valley
Frost depth in our part of Montana commonly runs 36 to 48 inches depending on elevation and local amendments (frost line and foundation depth basics). Elevation climbs as you move from the valley floor around Kalispell up through Bigfork and Columbia Falls toward the mountains, and colder microclimates at higher elevation tend to push required depths toward the upper end of that range. A footing depth dialed in for a low, sheltered lot doesn't automatically transfer to a colder, more exposed one a few miles away.
Decks and Porches: Where Homeowners Get Caught Off Guard
A deck attached to the house or a covered porch typically needs footings that meet the same frost-protection standard as the house's foundation, not a shallower standard because it's "just a deck." This is one of the more common gaps between what a homeowner expects and what a building department actually requires. A deck built on shallow footings can look fine for a season or two before frost heave starts lifting posts unevenly, which shows up as a deck that's suddenly out of level or a railing post that's working loose.
Fences and Freestanding Walls: A Different Standard
Fences generally aren't held to the same footing-depth requirement as a structure with a permanent foundation, since they're lighter and typically don't carry a roof or floor load. That doesn't mean depth doesn't matter. A fence post set shallow in Flathead Valley clay is still exposed to the same freeze-thaw cycle as anything else in the ground, and a shallow post is far more likely to heave, lean, or twist out of alignment over a few winters even without a code minimum forcing a specific depth. Confirming what your specific fence type and jurisdiction require, rather than assuming "it's just a fence" means no rules apply, avoids a rebuild in a couple of years.
Retaining Walls: Footing Depth Plus Drainage
A freestanding or engineered retaining wall adds another layer on top of frost depth: the footing has to sit below frost while also managing the lateral pressure of saturated soil behind the wall. Getting the footing depth right without also solving drainage behind the wall doesn't prevent failure, since water pressure and frost heave act on a wall in different ways at the same time. Any retaining wall project should treat footing depth and drainage design as one conversation, not two separate checkboxes.
Confirming Requirements Before You Dig
Because certified jurisdictions can set their own amendments, the only reliable way to know your exact required footing depth is checking with the building department that covers your specific address, whether that's a city building department or Flathead County directly for properties outside city limits. A neighbor's project, a contractor's rule of thumb from a different town, or a number found online are all reasonable starting points for a conversation, none of them substitute for confirming the actual requirement that applies to your lot.
What Happens When Footings Are Too Shallow
A structure built on footings that don't reach below the frost-susceptible zone will move as the ground freezes and thaws around it, usually unevenly since frost heave rarely lifts a structure perfectly level. Over a few winters that shows up as tilted posts, cracked masonry, doors and gates that stop closing right, or a wall that's visibly leaning where it wasn't before. Fixing a footing problem after the structure is built usually means excavating around and below the existing footing, which costs far more than building to the right depth the first time.
